Set the institutional outcome

Write down the first operational problem to solve and how the campus will recognise improvement. It might be fewer allotment exceptions, clearer payment status, more dependable night follow-up or better ownership of maintenance. Avoid beginning with a broad promise to digitise everything.

Agree the departments involved and the decision owner. Include the dean student welfare or security teams when their responsibilities are part of the scope. Student participation is also useful when evaluating the app experience.
