Campus security protects people best through alert observation, calm communication, fair procedure and timely escalation—not intimidation.
University security operates in a living and learning environment. Guards meet residents, families, staff, contractors and emergency responders. Their authority, limitations and communication standards must be taught in simple language and reinforced by supervisors.
Core responsibilities
- Control access using the approved process without profiling or humiliation.
- Observe and report hazards, unusual behaviour and service disruptions.
- Help residents and visitors find the correct place or support channel.
- Respond to alarms and emergencies within training and role boundaries.
- Protect scenes and records without conducting unauthorised searches or investigations.
- Maintain accurate gate, patrol, key, visitor and incident records.
- Support evacuation, traffic and crowd movement under the designated command.
- Hand over open risks clearly at every shift change.
Respect and limits of authority
Security staff should never use insults, threats, collective punishment, public shaming or discriminatory assumptions. Searches, restraint, detention, device access and personal-data handling require explicit lawful institutional rules, training and supervision. When authority is unclear, secure immediate safety and call the designated officer.
Three questions before action
- Is anyone in immediate danger?
- What have I directly observed, and what has only been reported?
- What is the least intrusive safe action within my authority, and who must I inform?
Supervisor responsibilities
Supervisors must provide readable post orders, role-play practice, language support, functioning communication tools, fair rosters and review. A guard should be able to report uncertainty or a mistake without pressure to hide it.
Sources and professional review anchors
- Primary sources for role and implementation review:
- Ministry of Home Affairs Emergency Response Support System
- National Anti-Ragging Programme advisories
- Ministry of Electronics and Information Technology acts and policies
- Implementation note: adapt duties, authority, training and escalation to the university’s approved role charter, current law and competent professional advice.
